What matters for project planning
A kitchen is the project most likely to collect several of the separate reviews the city's guide describes, and that is the thing to plan around. Structural change carries building review; relocating a sink or adding a gas line is plumbing; new circuits, lighting and appliance supply are electrical; and a relocated range hood brings in mechanical. They are not interchangeable, and they arrive on their own schedules -- which is why a kitchen timeline slips at inspection stages rather than at delivery of the cabinets. The land-disturbance side of the guide is the one part that generally does not apply, since an interior kitchen disturbs no ground.
